I hate to put a min report time during IROPS because I have seen trips that start with a deadhead to an airport I can drive to. You can put all kinds of limitations on GS like report after.....

Sure the report is in 15 minutes but that flight isn't going anywhere for 3 hours and it takes you 2 hours to get there. Why cut yourself out of a gs that scheduling would be fine with you covering?
