My theory is hiring has slowed down as we have a glut of FOs. All one needs to do is count all the FOs on the reserve list system wide. Because of a slowdown in hiring we dont need the same capacity at the training center.

Once the numbers level out we should see hiring pick back up and those instructors will go back to the box.
