I'm sure they never asked themselves the question, " What will be cheaper, paying extra to be fat in category (which is known), or green slip pay if things get too lean(due to POSSIBLE future events)?"
They are supremely incompetent, can't manage their way out of a wet paper bag and are totally incapable of forming a cogent idea.....does that about sum it up in your opinion?
