While I totally agree with you and have in the past used it, this is from Embraer actually. Only the jungle jet would have a flap setting you have to skip when configuring for landing. Honestly never heard of another aircraft where this was the case.
Just for clarity, the 737 skips several intermediate flap settings during normal configuration sequence. However, I agree with your overall point. F4 is a tool that's there to be used.
