Every time a bid comes out the rhetoric is “wait till next bid”! The DEC bid was right before the CBA, and that required 2 separate and VERY different staffing numbers from the same source on the same day. Talk to me about decided plans and future strategy all day, but the point is they have no idea what’s going on.
