I certainly don't see how it will help their captain shortage. Since the hypothetical applicant is paying for their own training, I don't think Mokulele would have any leverage to keep someone there until they upgrade to Captain. Sure, the pilot will lose out on the "flow" to SkyWest and a $15,000 bonus. But in this day and age, the person could probably go to another regional with a bigger bonus.
