Probably because it's sufficiently staffed from several prior classes including mine (7/10). We had a lot of people from the northeast in my class, including several who lived near LGA and actually wanted it as their permanent base. Others, including me, realized that LGA and CMH currently provide the fastest path to a line (little to no reserve) and jumped on the bandwagon, at least temporarily. I'll do my six months of hell in LGA and then jump to my preferred base of EWR when I know I can hold a line.
