Maybe, maybe not. But it does look promising.
1) FWIW, Hiring is
already aggressive, and has been since the beginning of summer. This was a major improvement to the plan to wait until fall.
2) This is only a single vacancy bid. With ~450 retirements a year there will be movement and bids like this one. It's the
combination of bids that tell the story, and not just a single one.
