Never saw it used and I was there for 6 years. That was in place if over time a route was always coming in severely underblocked, they basically could petition for the block to go down....but ultimately the block time is decided by the mainline partner.

But there is a stipulation in their contract about adjusting block times if they differ more than 7.5% from actual historical block. Do you know how or if that is implemented?
