The story you link states 3 times that the crew initiated a mayday for low fuel (and infers it 3 more times). I’m thinking it might have been the crew communicating with ATC vs the aircraft.

There’s only one device onboard the 787 that broadcasts SOS, the fuel state isn’t it.
