Default Rough night for Foreign crew at TEB

I'm not trying to criticize or judge this crew, this could very easily happen to me or anyone in some other country if unfamiliar.....

Going into TEB, VOR/DME A, circle to land RW19. French or Canadian crew infront of us (heavy French accent). After the final app. fix, they were told to circle for 19. After they over-flew the airport, they kept on going straight instead of making a left turn (left donwind) for RW19. ATC asked "we are you going, turn left inmediately", they complied. Do you have the airport in sight, he replied- YES. On a left downwind, at a 45 angle from the runway, they made a right turn, away from the airport. ATC asked again, "where are you going sir, turn left to a ## heading inmediately. Again they complied. From the left base, everything went normal, until landing. After landing, ATC gave them taxi instructions, plus a tel. phone number to call. A few seconds later, the pilot requested a tow, they blew a tire on landing.

TEB is a hard place to go into at night, and if your not familiar, things could get interesting really quick.
