Well here in lies the issue, people there are tired of getting beat on the road. I think in an effort to pay as little as possible, you are going to see less 91 repos and maybe shorter duty days. I don't think QOL on the road trumps QOL at home, but you should have it both ways. I haven't fatigued at my airline once, and I am pay protected if I do, so there is zero incentive for me to continue to fly tired for money. Now, NJA pilots have every incentive to fly tired and beaten.
As for captains complaining, hell lots of them extend. This won't prevent the ones that extend, from extending.
