The people lobbying for the PAC work for ALPA. The PAC money goes to individual politicians, but Tim and the boys at ALPA HQ are steering the ship.
The BOD steers the ship.... but only when they opt to exercise that ability. Defending the 1500 hour rule was not an ALPA national priority until the Eagle/Envoy MEC members at the 2014 BOD meeting added it to the agenda at the legislative affairs subcommittee meeting, and sent it to the floor where it passed a BOD membership vote forcing national to direct resources and the PAC towards defending the 1500 hour rule.
