Srsly doods. No one cares about "light winds out of the west" or anything about visibility or partly cloudy skies unless its highly likely you'll have to divert.
In another life, as a DCI guy, I could've sworn I read somewhere on Deltanet that DL has/had guidance for PA "curfew/silence/blackout" if you will, from the flight crew depending on hour of the day. Is this still a thing?
At my current gig I've seen guys make PA's after a 5hr+ redeye landing in the morning before the sun comes up and I just think it's a bit much, especially when the FAs already have their requisite mandatory PA. To each his own I guess.
