I personally always do the seatbelt sign protocol on my welcome aboard at the gate. Only if it's an urgent, no kidding be seated will I make any further PA in flight in regard to it at any hour.
What "Seat belt protocol" are you referring to? If it's the keep fastened even while the light is off, that's part of the cabin safety briefing. No need (again) to talk at them a second time. If the screens are working, you're covered.
