You are correct. FOM says that initial seat belt sign off PA can be made by pilots or FAs Captain just has to ensure it's made. My technique I turn the sign off at 10,000 if I expect the climb to be smooth per FWV+ and let the FAs cover it in their 10k PA.

In regard to the 330 PA question, the flight deck PA melts peoples’ faces off in the rest area. FAs have an option on their handset that doesn’t go to the bunks. I’ve been sleeping down there when one was accidentally made... I about hit the ceiling!
