A good service can start from nothing, though most people have some sort of resume that can form a starting point. You shouldn't feel the need to do pre-work if you are purchasing a resume service.
The best are services such as Raven Career Development that interview you over the phone and use the information they gather to improve your marketability. Services that just take your resume and reformat without using the opportunity to add deliverables aren't as good of a value.
