The only time I’ve had a weather cancel, even before Passenger Bill of Rights came into force, was when ATC closed the airports (two occasions). A nor’easter in NYC and a major snow storm in MSP.
Different experience here. Have waved off multiple regional flights and one over-water flight.
Typically something like snowing, contaminated runway, with gusty x-wind near or above "max demonstrated". The kid on the DX desk will say it's all within legal limits, but I will say some of that can change quickly, and taken together it's a very bad idea. Have the FODO call me if he has any questions. Only heard from management once, and that was to apologize.
I suppose your YYMV, but that's my experience at multiple airlines.
