When the entire contract is implemented this restriction is gone? Am I missing something, soooo the fsm is more restrictive then the contract?

I think the email was emphasizing that they cannot release you from an RAP early without pilot consent, but they can assign a shortened RAP less than 10 hours as long as it is a part of the daily reserve assignment process. A clever loophole.
