There is a waiver the for the Chief Check Pilot to do FAA observation rides (mine was done by the former, former, former Chief Check Pilot).
Buuuuutttttt...the FAA has to sign it, no one at home for the FAA = no FAA observation.
I only know this because I had a captain upgrade get his FAA observation ride cancelled, and there was nothing that could be done.
