Exception two: A vacation period may only be expanded by a block of seven
18 consecutive purchased or supplemental vacation days in:
19 a. the December bid period, or
20 b. the first ten days of January.
21 Note: Such expansion will constitute the bidding and awarding of a posted vacation

Regarding the excerpt above, it is the underlined note that I am unsure of...What does this mean?
I currently hold week 35 (Dec 1-7) in my category; I want to add seven days to the backside of it so that I now have Dec 8-14 as well. Week 36 (Dec 8-14) is NOT available for the second round.
Does this mean if I add days Dec 8-14 (in a block of seven, as required) that I can no longer bid for my second week of vacation in this second round of bidding?
OR does it mean that I cannot even add my seven days there since there is no week 36 available any longer.
OR does it mean something altogether different?
Thanks for the input. FYI if it is important to know, I have two weeks total that I am eligible to bid. I only used 1 of 2 in the first round.
