See above post, also, recommending someone does help, as does being a part of professional groups, or going to job fairs. You can have all the "professional groups" or associations, or clubs or whatever you want. Just as long as it doesn't provide influence over the applicant, or on the applicant's behalf.
Another words. make it on your own, and on your own merits.
