Round 2 question

If you bid in round 2 what you bid in round 1, but you weren’t awarded it in round 1, is there a chance you can get it in round 2? My understanding is if you weren’t awarded it in round 1, you won’t be able to get it in round 2-4. Is this correct? (This is my first year bidding for vacation).
