They never froze hiring. It did however slow down significantly. I know people that were interviewed and hired during “the freeze”. They are at the end of a big pool of people waiting to start indoc.
Unless I'm mistaken, there were no indoc classes for 5 months. Sure, CJOs kept going out at a slow place. I personally wouldn't consider myself hired until I got a paycheck. Interviewing vs hiring...semantics, I guess.
