This is what happens when an entire industry is over regulated and dependent upon the government.
There has been talk in the past about privatizing ATC. The controllers fight it every time. It is extremely difficult to fire a federal employee. Look at some of the class delta towers that are non-FAA. They are paid a fraction of what the federal controllers make for the same job.
