The second part is a bit more difficult to quantify. I've heard seen and been a part of resolutions that rarely do anything other than make a few people feel heard.
I might also add the grievance process has and will continue to be a vital part of the contract refinement process.
I agree PDRs are data points, nothing more. Understand that PDRs will not direct union business although they can help detect the scope contractual violation/non compliance.
Resolutions are THE ONLY method of completing representational action for new business and or direction. Read the MEC meeting compilation of action and see if there’s any ongoing initiative that didn’t begin as a resolution. In fact I’d challenge you to provide examples of policy or direction that didn’t start as resolutions. On this point, you’re simply wrong.
The grievance process has nothing to do with new uniforms unless the company fails to pay for cleaning. Certainly you’re not suggesting a grievance over the new colors, cut, or fabric.
