When I was DCA based with AWAC I signed for my parking pass at the parking office in the old terminal... the ticket I signed was like $279 for a year I believe (in Sept. of 2006). Don't quote me on that number, but I'm pretty sure thats it.

I trade for trips in/out of DCA from my current base---and although my employer maintains their DCA base---I can't even get my parking pass renewed through them. I need a special form from my airline saying I am based there.
