The section above it that deals with PD's does not mention the holiday thing. PWA 23.I.10 vs PWA 23.I.9. I successfully did a PD for a 4 day that spanned super bowl sunday just a few days ago. But when I did it, the reserve coverage on SB Sunday was above the required #. I think his PD should work.
23.V.5.b. is what you want to look at, not 23.I. And, it's not "just"
on the holiday, it's 2 days before through 1 day after--it's
any day(s) of the trip during those days affects the
whole trip (i.e., the whole trip is treated as a "holiday" trip).
Your success with all positive days is not the same situation.
