Doing it right implies that we are going to hire the best we can. We're not interested in interpreting whatever history book brain-washed someone. "Historically-marginalized." Sounds like more social justice to me.....
Better to simply do it right and be fair, unbiased, and impartial. let the qualifications and experience matter first and last. Letting other factors such as righting the wrongs on behalf of a category and class of persons that were in someone's opinion "historically marginalized" is simply discrimination. Just a really cool and neato word for justifying the practice.
