Pretty sure all RF requests are in seniority order. If you can get it via ATTOT then yeah, first come first serve. I wasn't on reserve long but I don't think you can get OT via ATTOT on reserve so you're at the mercy of waiting for RF requests to be sorted out (but I'm not sure on that). Full trips first in seniority order, then partial trips in seniority order.

And if you're a line holder picking up OT, ATTOT will only work if you're not already scheduled to work any of the days of the OT you're requesting. So if you're trying to add a turn to a trip you already have scheduled or if you're adding a short trip to another short trip you already have, you're going to be waiting for the RF request to be sorted out. Full trips first in seniority order, then partial trips in seniority order.
