Some iteration of this will happen whether you like it or not, so let's not be an industry of 21st century luddites.
You are right, it doesn't specifically state so in the official resolution that she put out listed in the article which was posted at the top of this thread. It appears that the idea of drastically curtailing air travel was promulgated due to a "Green New Deal FAQ" that AOC put on her website but then for some reason quickly deleted.

The document even seemed to set its sights on air travel and beef. “We set a goal to get to net-zero, rather than zero emissions, in 10 years because we aren’t sure that we’ll be able to fully get rid of farting cows and airplanes that fast.” To top everything off, the FAQ suggested Washington could pay for the plan essentially by printing money, thereby going full Modern Monetary Theory.

I used "Slate" on purpose since they are considered a left-leaning source and I figured this would eliminate any right-leaning bias. I believe the quote I pulled out above is from paragraph five.

Here's the FAQ that was deleted from her page according to Slate and NPR: https://apps.npr.org/documents/docum...n-New-Deal-FAQ

build out highspeed rail at a scale where air travel stops becoming necessary

The quote above was taken from page five of her "Green New Deal FAQ".

Here is where the "Green New Deal FAQ" was before it disappeared: https://ocasio-cortez.house.gov/medi...n-new-deal-faq

I don't think this is a realistic proposition that should be taken seriously but since it seems that these threads stay open for posterity, I figured it was worth it to investigate where the reference to eliminate air travel in favor of high-speed rail came from since I was also curious.
