So Swaps and Drops have denied all my RF100 SWAP requests, is it possible to trade RSV days with other pilots?

Also I just got off IOE this week, however on my bid status its showing my new status is not effective until 20FEB. I was hoping to get my bid in for March, is there someone I can call to get that switched before the bids close?
