I understand your point but can’t say from a UPA standpoint that there’s anything illegal using the late sims unless it’s a checking event. That doesn’t include MVs by the way.
If you could show a trend on open sims and also show availability of PIs, then I guess you could try to grieve it. Just not sure under what provision.

This is all being addressed with the association. Putting the details together. It is illegal as it violates 9-F-5. The pre build is building empty periods(referred to as slide periods) prior to schedules being given out. And 22-02 slots are given when no other times are available. Other periods are available.
