That list is a projection into the future.
I.e. it shows who is going to be where when the flow plan it is based upon had a chance to run its course.
For example, on the CRJ side it does not include FOs going into upgrade classes March, April and May, but does show the two pilots that won't be online until early May.
In other words, that particular list shows (sort of) what the things will look like in May 2019.
The confusion, if that's the list you are going by, is understandable. Read the header though.
