Forced upgrade FO’s can and have bumped DEC’s out of MIA as a forced upgrade FO (displaced) gets whatever their seniority can hold.
It happened a couple bids ago from memory where some MIA DEC’s got bumped to ORD.
I don't keep track of the bid results/flow plan to see who all it's happening to and when but I've talked to and flown with several captains who have been displaced from base/equipment. One, about a year ago, wasn't even a DEC.
