He's right - those 2 hours on Long Call aren't rest, so you're not legal.

While on reserve days, you're only legal for a GS between 10-12 hours prior to the rotation. Less than 10, you don't have the rest required. More than 12 hours, it would get handed out as a Long Call assignment (unless you're going into days off for part of the trip, then it could be a GS)
