In theory, yes. In practice money trumps all and we have to reverse our own views on this first. No TA without SCOPE improvements, that could be a show stopper. I'm willing to take that gamble because in my mind we are an ever dwindling part of Delta Air Lines or at least what the public sees as Delta. But, it's a loooooooong term proposition that requires patience.
All the talk about removing seams for customers so they have a single uniform (Delta) experience through out the travel ribbon means growth will be outside the country and outside the core operation. The widget is being franchised, mark my words.
