The 50 seaters and 70/76 seaters are both limited in total number (using a formula) and by gross weight.

50-seat limit is 65,000lbs and the 70/76-seat limit is 86,000lbs.

So the 550 is simply an existing CRJ700 that is being re-certified with a lower seat capacity and a reduced gross weight to comply with the 50-seat 65,000 lbs limit in the United Pilot Agreement.
