After the last two classes I think they're putting a moratorium on FO classes. The captain to FO ratio is off, so maybe they're concentrating on DEC candidates and internal upgrades.
They are still hiring FOs but they need a minimum of 1000 hours. That is so they can quickly upgrade to Capt once they get to 1200 hours.
