Herb never paid more for his pilots. Their rates were abysmal until the big hourly rate increases from 1998-2001. Herbs increased rates at that point but still well behind the legacies. About 20 to 30 an hour less than comparable 737 rates. The rates ended up higher than the legacies only after the massive cuts from 2002-2005. SWA was unable to push for cuts because of a 5 billion dollar fuel hedge windfall.
