I’m not sure. It may be just a leftover from not so long ago when it would have made no difference at all because NOBODY was upgrading short of 2500 hours. Or short of 1500 hours of ME, for that matter. It might be just a liability insurance requirement, BUT if it is in the contract (and I think it is) it’s that way until there is an agreement to change it.
