Occam's Razor right here. Maybe it's just that the company knows their staffing needs better than we do, and their decisions actually make sense.
If all FOs now are RTP and Cadets then a new base would actually have an appreciable change to new hire numbers... Bring in a new group of FOs that aren't interested in Envoy now.
