The problem is your question is flawed. Envoy is sending the most pilots to a legacy, but that’s because they have the most pilots. With a relatively equal percentage of pilots moving, Envoy sends the most. That does not, however, mean Envoy is the fastest to a mainline. Thats a moving target and subject to many variables.
