ASAP is strongest when you and the other pilot are the sole source of the information, meaning you got it on record first. If ATC, the media and company are all aware of the incident prior to you filling it out it really becomes much less potent.
The idea behind it is to grant immunity for coming clean on things that have gone unnoticed so that the system can be objectively examined and improved.
