The only reason they aren't enforcing it is the open revolt it would likely cause from the pilot group.
If you're smarter than the average bear, you'd understand ALPA's position (and FAR 117) that any work for the company starts your duty day, and that by NOT doing so, you are following CS guidance on when your duty day starts. It's actually pretty simple. I've seen exactly ONE captain who groomed the cabin. Actually JS back home with him after he cleaned his own inbound flight. Total tool, and not because of the cleaning.
There's only one thing those blue gloves are good for, so I never turn them down when they are offered to me.
