They are.
I was recently watching a video on skyhub/skynet and someone from either network or crew planning (don't remember which one) and they were giving and overview of the central hubs (ATL, MSP, DTW, and SLC) and then the coastal hubs (SEA, LAX, and NYC) to which they then announced that BOS has been upgraded from "focus" city" to coastal hub.
Don't think that means they are making it a pilot domicile, but look at what has happened in SEA over the last 5-7 years.....same could be happening in BOS.
