I think it is a combination of a training bubble and trying to spread out the sim availability. Second - Indigo loves a broke pilot. Open time is scarce and when it does hit FLICA it is gone within seconds.
The latest vacancy captain bid didn't even cover attrition. I would not expect any movement until a new base is announced.
Agreed, also reserves being able to pick up open time on days off has kept the open time scarce. If you live in base on reserve its great. I credited 101 hours and was "at home" 15 days. Although on paper I only had 8 days off.
Speaking of new bases. They should be announcing something soon since they've said 2 new bases in 2019. I'm speculating by end of May there will be an announcement.
