They may have enough FOs qualified, but they still have to find enough people WILLING to upgrade, judging how many displacements there were they haven't. They need to incentivise the upgrade by preference more than the upgrade by displacement. Why would anyone give up the 8k and flexibility they get from displacement.

Ridiculous that there were displacements BOTH directions between OCE and OCC. The company could have fixed this and avoided a lot of wasted training time and lost productivity from multiple displacements the past year plus. It is likely a combination of spiting the pilots and not wanting to negotiate training displacements so they wouldn’t have to negotiate anything else.
