This is definitely true for right now... I don't think I said you can pick any regional you want, but if I did, that was a mistake. The better regionals are doing a great job of attracting people, but there will always be some you can get a job with. Plus, with the mainline mandatory retirement numbers sharply rising for the next few years, I think the pendulum will swing back the other way again, even for the good companies.
