This is why we need holiday override.... reward those who are willing and let those who really value those days off enjoy. If there was some holiday pay, junior guys wouldn't be able to hold Xmas / New Years off!
Instead now, the senior peeps just bid it off and stdby for GS's (all the while not caring whether they were off) and the junior folk are forced to cover from PBS awards and no ability to jump off the trip.
I bet it wouldn't take much to drastically change that dynamic, it's amazing what a few incentive $$$$ will do.
